Prompt

Animate the 2018 Illinois Statehood stamp while strictly preserving its original vibrant graphic design. Do not add any new elements or change the scene. First, make the yellow sunbeams radiating up the map pulse outward playfully, simulating a grand sunrise. Second, animate the 20 white stars at the top to twinkle softly in sequence. Keep the silhouette of the state perfectly static, letting the dramatic lighting changes celebrate the state's 200th birthday.
