Prompt

Animate the flag itself, giving it a lively, rippling motion as if flapping in a brisk wind. The golden sunburst surrounding the central seal gently rotates like a slow gear. A few sparkling, golden light glints pop off the edges of the sun's rays to make the flag feel vibrant and celebratory. The blue background behind the flag remains still to anchor the piece, maintaining the exact artistic rendering of the original issue.
